If a water bill has climbed with no change in the household, the first suspect should be a toilet, and specifically the flush valve seal at the bottom of the cistern.

That seal is a rubber ring or diaphragm that sits between the cistern and the pan. It hardens over years, particularly in this climate, and stops seating cleanly. Water then passes continuously from cistern to pan — straight down the back of the porcelain, into the trap, and away. There is nothing to see because the water goes where water is meant to go. There is nothing to hear because the flow is slow. And the fill valve quietly tops the cistern back up to keep pace.

Over a month that adds up to a genuinely large volume, and it is invisible in every sense except the bill.

The test: put some food colouring or a dye tablet into the cistern, and then do not flush for twenty minutes. Come back and look in the pan. If there is colour in the pan, the flush valve is passing and that is your leak. If the water in the pan is clear, it is not the toilet and you should look elsewhere.

The part costs very little. The reason this matters is entirely about finding it — households pay for this for months without knowing, and it is the single most common answer to an unexplained bill.

The overflow that no longer overflows visibly

Older cisterns had an overflow pipe running outside the building. If the fill valve failed to close, water ran out of that pipe onto the wall, and everybody in the property knew about it within a day.

Modern cisterns overflow internally, straight into the pan. That is a sensible design — no water on the outside wall, no staining — but it removed the alarm. A fill valve that no longer shuts off completely now sends water down the internal overflow and into the pan continuously, and the only symptom is a faint trickling sound that most people stop noticing within a week.

It presents identically to a passing flush valve on the bill, and the dye test distinguishes them: dye moving to the pan means the flush valve; the water level sitting at or above the overflow with clean water running means the fill valve.

That is the design. What we find in Dubai frequently is different: a decorative plate fixed over a tiled opening with no access behind it, a frame installed with the service opening blocked by the tiling, or a shower valve body buried entirely with nothing to open.

The valves inside are consumables. When one fails — and one will — the repair depends entirely on whether that opening exists. With it, a fill valve is a fifteen minute change. Without it, somebody has to remove tile that is often no longer available in the market, and a small plumbing job becomes a matching problem with a tiler.

Water at the base is not a small problem

Water appearing around the foot of a toilet gets treated as a minor annoyance and mopped for weeks. It is worth taking more seriously than it looks.

The likely causes are the pan connector — the seal between the toilet outlet and the soil pipe — or the seal where the pan meets the floor. In both cases the water is not clean, and it is not staying where you can see it. It tracks under the tile bed and along the screed, and it turns up as damp at the base of an adjacent wall or in the next room, sometimes a long way from the toilet.

A pan that rocks slightly makes this inevitable rather than possible. Every movement works the connector, and connectors are not designed to flex repeatedly. So a toilet that is not fixed down firmly will eventually leak at the base regardless of what seal was fitted.
