Duct cleaning and duct insulation both cost by how much skin there is, not by how much air goes through.
A cleaning crew has to get a brush and a vacuum along every metre of the inside. A long thin duct and a short fat one can carry the same air and be very different amounts of work.
Insulation is even more obvious. It is a material that wraps the outside, so it is bought and fitted by the square metre.
That is why a quote in square metres is the honest way to price both, and why knowing your own figure lets you tell whether a number is sensible.
