Symptoms
Most of these are situations rather than symptoms. That is the point — an inspection finds what has not gone wrong yet.

Worth Knowing
This service varies more between contractors than any other on this site, because from the outside a real one and a worthless one look identical.
Consider what an electrical installation actually hides. Cable insulation degrading inside a wall. An earth conductor that is connected at one end and not the other. An RCD that trips on its button but takes four times longer than it should. A terminal that has been running hot for two years behind a faceplate.
Not one of those is visible. A person can walk a property, remove faceplates, look at the board, nod at the sockets and see none of it — and the property will look exactly the same as one with no defects at all.
Every one is found by measurement. Insulation resistance is a number. Earth loop impedance is a number. RCD disconnection time is a number. That is why an inspection is a testing exercise and why it takes hours rather than twenty minutes.
So the question worth asking any contractor before booking is simple: what will be tested and will I get the readings. A straight answer takes ten seconds, and anybody who describes the process as "checking everything over" is describing a viewing.
The corollary is that a real inspection cannot be cheap in the way a viewing can, because the time is the work. It is also why the price should not be contingent on repairs being found — an inspection paid for out of the repairs it generates is an inspection with an incentive.
It is worth knowing what the numbers mean, because a report is only useful to somebody who can read it.
Insulation resistance applies a voltage between conductors and measures how much leaks across. A healthy circuit reads very high. A falling value means insulation is breaking down — heat damage, physical damage from a fixing driven through a cable, or moisture ingress. This is the test that finds the fault before the RCD starts tripping, and it is the single most informative measurement in the set.
Continuity proves that protective conductors are actually connected along their whole length. An earth that is present at the socket and disconnected somewhere in the wall gives every appearance of a properly earthed circuit and provides no protection whatsoever.
Polarity confirms live and neutral are the right way round. Reversed, a switch interrupts the neutral rather than the live, so an appliance stays live at its terminals with the switch off — which is a genuine hazard for anybody who changes a lamp.
Earth loop impedance measures the resistance of the whole fault path. It determines how much current a fault would produce, and therefore whether the protective device would disconnect fast enough to matter. A high reading means the protection is there but slow, which is a subtle failure nothing else reveals.
RCD timing measures how long the device takes to disconnect at its rated leakage. That timing is what protects a person, and it degrades with age in a way the test button does not reveal.
Patterns recur here, and they are worth knowing whether you are buying, letting or simply curious about your own property.
Up-rated breakers are the most common significant finding. Somewhere in the past a circuit tripped, and the fastest resolution was a larger device. The cable never changed, so the property now has a circuit with no effective overload protection, usually buried where nobody will see it degrade.
Loose terminations come second, and Dubai makes them worse. Boards here frequently sit in hot garages and unventilated service cupboards, and the thermal cycling of a climate that swings hard between air-conditioned and ambient works screws loose faster than in a temperate country.
Outdoor and bathroom circuits show the poorest insulation readings, consistently. Humidity, water ingress at accessories that were never properly sealed, and enclosures degraded by sun all contribute. Garden lighting and pool equipment are frequently the worst circuits in an otherwise sound property.
And then additions. Air conditioning added to a room, a kitchen extended, a garden lit — each connected into whatever circuit was nearest rather than given its own way, because the board had no spare capacity. Individually reasonable, cumulatively a set of circuits carrying more than their design.

Property purchases in Dubai involve significant sums and almost never involve anybody testing the electrical installation. It is worth putting that in proportion.
You are inheriting every decision made by everyone who has owned or worked on the property. The breaker somebody up-rated. The circuit a handyman added. The outdoor lighting installed without proper protection. The board that has never been opened since handover. None of it is visible on a viewing and none of it is disclosed, because nobody knows.
The cost of finding out is a fraction of a percent of the purchase, and the outcomes are useful either way. If the installation tests well, you have real reassurance about something that is otherwise entirely opaque. If it does not, you have specific, evidenced defects with a repair cost attached — before completion, when it is a negotiation, rather than afterwards, when it is a bill.
The same argument applies to a commercial lease with a fit-out you are inheriting, and more strongly, because the loads are higher and the consequences of a fire are not confined to your own premises.
What matters is timing. It has to happen before you are committed. An inspection after handover tells you exactly the same things and gives you no leverage at all.
The recurring dispute is straightforward: something electrical fails during a tenancy, and nobody can establish whether it was already wrong at the start.
A dated inspection report with readings settles it. If a circuit tested well at the start of the tenancy and has since degraded, that tells you something happened during it. If it was already marginal, the tenant is not responsible for a defect they inherited. Either way the conversation is short and evidence-based rather than a matter of who sounds more confident.
For a landlord there is a second reason, and it is the more serious one. In the event of a fire, the question of whether the property was let in a safe condition will be asked, by an insurer if not by anybody else. A dated record of testing is what answers it. Its absence does not prove negligence, but it removes the only straightforward defence available.
For a portfolio, inspections on a rolling schedule across units are far more manageable than reacting to failures, and they surface the same defects — up-rated breakers, degraded outdoor circuits, loose terminations — before those become call-outs.
It is also, unglamorously, the cheapest way to end up with every board in a portfolio properly labelled, which pays for itself over the following years in shorter visits.
A useful report has a specific shape, and knowing it helps you judge one.
It should list circuits individually, with the readings for each — not a single summary line for the property. Test results are per circuit because faults are per circuit, and an average tells you nothing about the one bad one.
Findings should be ranked. Something presenting an immediate danger, something that should be corrected, and something worth knowing but not urgent are three different categories, and a report that lists them together makes an installation look far worse than it is. Equally, a report that lists nothing at all on an installation that has never been tested deserves a question.
Photographs matter for anything significant. A description of a scorched terminal is much weaker than a picture of it, particularly if the report is going to a seller, a landlord or an insurer.
And it should be readable by the next electrician. The value compounds: an installation tested every few years gives you trend information, and a circuit whose insulation resistance is falling year on year is telling you something that no single test could.
What a report should not contain is a quotation for repairs presented as part of the findings. Those are two separate things and combining them makes the inspection look like a sales instrument. Ours are issued separately for that reason.
Being clear about the boundary is part of making the report useful.
Everything upstream of your main switch belongs to DEWA and the building — the supply, the meter, the incoming isolator, the riser distribution. If a fault is on that side, an inspection identifies it and reports it, and the resolution is with the building rather than with any contractor you engage.
Appliances are outside it too. An inspection tests the circuit serving a washing machine, not the washing machine. Where an appliance is causing leakage that trips an RCD, the testing identifies which circuit and often which appliance, but the appliance itself is a separate matter.
Accessories are inspected on a sample basis rather than every single one, weighted toward the places defects concentrate: kitchens, bathrooms, outdoor circuits and anything reported as warm. Opening every accessory in a villa would multiply the cost for very little additional information.
And an inspection is a snapshot. It describes the installation on the day it was tested. That is genuinely valuable, and it is not a guarantee about next year — which is why the useful pattern is periodic rather than once, particularly on a property that is being added to.
