Rarely only you. Water leaves a balcony downwards, into the apartment below or across a soffit the whole building looks at.

Symptoms
The first two are visible from inside. The rest are visible to your neighbours.
The single most common failure. Either the outlet cannot cope, the fall runs toward the door, or the threshold has no margin at all.
Water has already been getting in, repeatedly, and the finishes recorded it before anybody noticed a puddle.
Water has passed through the slab. It is visible from outside the building, which is why this is the version building management calls about.
Efflorescence — salts carried out by water moving through the concrete. It is proof that water is inside the slab rather than on top of it.
Water reaching a fixing that goes through the deck. Both the corrosion and the route the water took are problems, and one causes the other.
A balcony usually has one small outlet. Between rare storms it fills with dust, and a blocked outlet turns the deck into a shallow tray.
A fall problem you can see any time, without waiting for rain. If it does not drain from a bucket of water, it will not drain from a storm.
Water in the bed working on the adhesive, usually with nowhere to drain at membrane level. It is a drainage symptom, not a tiling one.

Scope
A small area with a lot of edge, which is why the sequence matters more than the size.
Deck, threshold, outlet, balustrade fixings, and the soffit below. The underside tells you whether water is in the slab rather than only on it.
Tiles, bed and screed removed where the balcony has been leaking, because whatever caused it is under them and cannot be assessed from above.
Cleaned, cracks treated, any corroded reinforcement exposed at the edge reported before it is covered rather than after.
Away from the door, toward the drain. A balcony that falls back toward the opening is a construction fault and this is the only chance to correct it.

The drain connected into the membrane so both the surface and the tile bed above it can discharge, rather than the bed holding water permanently.
Tiles bedded back down, or paving on pedestals where the levels allow it — which drains better and lets the membrane be inspected later.

How It Works
In an apartment, two questions come before any work: whose balcony is it, and can the contractor get in.
Water inside after rain, staining on the soffit, or a planned renovation. The first two need the source established before anything is stripped.
What your tenancy or title covers, and what the building maintains. A structural slab problem is usually not a repair an individual owner should be funding.
The deck, the threshold, the outlet and the fixings — plus the soffit below, which shows how far the water has already travelled.
Work permits, contractor passes and service lift bookings. On a balcony there is also usually a rule about working at the facade that has to be met.
Debris removed by service lift rather than thrown, slab cleaned, and anything found underneath reported before it is covered again.
Falls formed to the outlet, membrane applied, then the threshold, the balustrade fixings and the drain detailed individually.
Water applied and drainage proved before the finish goes back, with the details photographed — that record is all that exists once tiles are down.

Benefits
The balcony is small. Almost nothing that goes wrong with it stays that way.
Rain here arrives hard and briefly. A threshold with drainage in front of it is the difference between a wet balcony and a wet floor inside.
A balcony drains downwards. The version that costs real money is the one that reaches the apartment below and becomes their claim.
Efflorescence and soffit staining mean water is inside the concrete. Stopping that early keeps it a waterproofing job rather than a structural one.

The rust marks are water finding a route through the deck. Detailing the fixings deals with both the staining and the leak behind it.
Balconies are usually resealed superficially two or three times before somebody strips one. Those attempts cost more together than doing it once.
Worth Knowing
A balcony has perhaps six square metres of deck and about as many metres of critical detail. The detail is the job.
Every other surface on a balcony can be imperfect and the apartment stays dry. The threshold cannot.
The traditional protection is a step: the finished balcony sits below the internal floor level, so water has to rise before it can enter. That margin does a great deal of work, and it is forgiving of a slow drain, a heavy shower and a fall that is not quite right.
Level-access balconies remove it entirely. They look better, the doors are easier to use, and they are increasingly common — and they mean the only thing standing between a rainstorm and your flooring is drainage and a correctly detailed frame junction. There is no margin left to absorb a mistake.
So on a level-access balcony, drainage in front of the opening is not optional. A channel or an outlet close to the door, kept clear, so water is intercepted before it reaches the threshold. Without it, the first heavy rain of the season finds whatever gap exists at the frame, and that gap is usually sealant rather than membrane.
The second half is how the membrane meets the frame. It has to be turned up and terminated against the frame itself, not stopped short and finished with a bead of silicone across the joint. Sealant at a threshold is a maintenance item with a service life of a few years in this climate; membrane properly dressed into the frame is the actual barrier.
A practical test anybody can do without waiting for weather: pour a bucket of water across the balcony near the door. If it heads toward the door, or sits, the balcony is going to let water in during rain, whatever the tiles look like.
A roof has several drainage points. A balcony usually has one, sometimes two, and they are small.
That concentration is the problem. A single outlet has to take everything that lands on the deck, and here it goes through a long dry period silting up with airborne dust while nobody thinks about drainage — because it has not rained. Then Dubai delivers a large share of its annual rainfall in a couple of heavy events, and a balcony with a blocked outlet becomes a shallow tray with a door at one end.
Clearing it takes a minute and it is the single highest-value maintenance action on any balcony. It belongs on a list before the rain season rather than during the week everybody is calling about water indoors.
The second issue is where the outlet sits relative to the deck. It should be at the low point. Balconies get re-tiled, screeds get patched, and it is common to find a drain that now sits slightly proud of the surrounding floor — which guarantees standing water no matter how clear it is.
The third is what the outlet is connected to and whether it discharges properly. Some balcony drains run into a building system, some discharge over the edge, and some were connected during construction in a way nobody has looked at since. A drain that is clear at the top and blocked further down behaves exactly like a blocked one.
And the fourth is the tile bed. Water that passes through tile joints has to reach the drain at membrane level too, which means the outlet needs to accept water at both levels. Without that, the bed stays permanently wet — and permanently wet under tiles on a balcony is what produces hollow tiles at the edge, efflorescence on the underside, and eventually staining on the soffit.
Balustrade posts fixed down through the deck are penetrations, and they are the detail most often ignored on a balcony.
Each post base is a set of anchors going through the finish, through the bed, through the membrane and into the slab. Water reaching those fixings has a direct path into the structure, and because they sit at the edge of the deck — where water naturally runs and where the surface is most exposed — they receive plenty of it.
The visible symptom is rust staining around the base, and it is usually read as a corrosion problem with the balustrade. It is more useful to read it the other way around: rust at a post base means water is reaching a fixing, which means it is also reaching the hole that fixing sits in.
The correct treatments are either an upstand — the membrane taken up a raised kerb with the balustrade fixed to the side or top of it rather than through the deck — or, where a post genuinely has to go through, collaring each fixing as a proper detail rather than bedding it in sealant.
Glass balustrades add a second version of the problem. Channel-fixed glass sits in a base channel that can hold water rather than draining it, and that channel is bedded into the deck. If it fills and stays full, it is a permanent wet line along the most exposed edge of the balcony.
None of this is complicated. It is skipped because the balustrade is somebody else's trade and the waterproofing contractor arrives to find it already installed — which is why a balcony strip-out should establish, before it starts, what happens at the posts and whether they can be lifted.
Balcony problems are private until they appear on the underside. Then they belong to the building.
A soffit — the underside of the balcony slab — that is staining, dripping, showing white salt deposits or spalling is telling you water has passed through the concrete rather than sitting on it. Efflorescence is the clearest of those signs: salts carried out of the concrete by water moving through it, deposited as it evaporates. It is proof of a route through the slab.
That matters for two reasons. Practically, water inside a slab reaches reinforcement, and reinforcement corrodes and expands, which is what causes the concrete edge to crack and spall. At that point it stops being a waterproofing job and becomes a repair with a structural component, which is a different scope and a different specialist.
And commercially, a stained soffit is visible from the ground to everybody in the building. It is the version of a balcony leak that building management notices without being told, and it is often what triggers a formal instruction to an owner to deal with it.
The useful response is to establish, with photographs from above and below, what is actually happening — and to do it before the concrete edge starts breaking up rather than after. Early, it is a strip-out and re-tank. Late, it is that plus concrete repair, plus access equipment to work on a facade.
It is also the point at which the ownership question stops being academic, because slab repair is not usually an individual owner's work. Which side of the line it falls on is exactly the argument set out on building maintenance contract Dubai.
Before an apartment owner pays for balcony work, this is worth ten minutes of establishing.
The general shape in a Dubai tower is that the structure — the slab itself — belongs to the building, while the finishes on it belong to the unit. That means tiles, screed and often the waterproofing layer applied over the structure sit with the owner, while the concrete, the facade edge and anything structural sit with the association.
In practice the line is drawn differently in different buildings and different title documents, and the honest answer is that it has to be read rather than assumed. What is worth knowing is that it exists, because a great many owners simply pay for whatever a contractor quotes without ever asking.
Three situations are worth raising with building management before spending money. Where the soffit is spalling or reinforcement is exposed, because that is structure. Where the balcony drain discharges into a building system that is itself blocked, because the fault is downstream of you. And where the same problem is appearing on multiple balconies in a stack, because that indicates a construction issue rather than a unit-level failure — and it is the strongest case an owner can make.
What a survey gives you in all three is evidence: photographs, a description of the cause, and a statement of what the water is doing. Building management responds differently to that than to a complaint.

Almost every leaking balcony has been resealed at least once before anybody proposes stripping it, and that pattern is worth understanding.
The reseal is attractive: it is cheap, it is quick, nobody loses the use of the balcony for a week, and it sometimes works for a season. It usually consists of a coating applied over existing tiles, or fresh sealant around the threshold and the balustrade bases.
Where it genuinely helps is a specific, identifiable defect on an otherwise sound balcony — a failed sealant joint at the frame, a single unsealed penetration, a drain connection leaking around rather than into the outlet. Those are real repairs and stripping the whole deck for them would be wasteful.
Where it does not help is any balcony whose problem is underneath: falls running the wrong way, no membrane at all, a bed that has been saturated for years, or a drain that does not accept water at bed level. Coating over the top of those changes nothing, because the water is already inside the construction. It also makes diagnosis harder next time, because there is now another layer between anybody and the cause.
A rough rule: if the water appears only in heavy rain and there is a specific detail you can point at, a targeted repair is reasonable. If the underside is staining, if there is efflorescence, or if the balcony has been resealed before, it is under the tiles and it needs to come up.

A few habits do more for a balcony than any product, and none of them cost anything.
Clear the drain before the rain season, and check it again after the first storm. It is the single most valuable thing anybody can do, and it takes a minute.
Do not stand planters directly on the deck. A planter is a permanently wet patch with roots and drainage of its own, sitting on the one surface you are relying on. Pot feet, a stand, or a tray with somewhere for the water to go all solve it.
Be careful with hose washing. Balconies are frequently washed by flooding them, which is an excellent way to find out that the falls are wrong — but it is also the way water gets forced under a threshold that would have coped with rain. If water heads for the door when you wash, that is a finding rather than a technique problem.
Watch the condensate. Where a cooling unit sits on a balcony ledge, its condensate frequently discharges onto the deck, keeping an area permanently wet and dripping onto whoever is below. Piping it to the drain is trivial and it is almost never done.
And do not drill into the deck. Fixings for screens, decking, shades and planters go through the finish and into whatever is protecting the slab. If something has to be fixed, it should be fixed to a wall or a balustrade rather than down through the floor.
Finally, look at the underside occasionally — from the garden, from the street, from a neighbour's balcony. The soffit shows a problem months before the inside of the flat does.
